There appears to be a break in the Jackie Hartman missing persons case. A searcher on an all-terrain vehicle discovered a body on Sunday in the area where they were searching for Jackie Hartman.
“We have found a body,” Duncan said. He added that investigators believe the body is related to the disappearance of Hartman. She has been missing since Jan. 28 and police and volunteers have searched for her body in the rugged landscape between Fountain Hills and Payson, where the man suspected of killing her, Johnathan Ian Burns, used his cell phone in the hours just after her disappearance. The tragic and terrible story of the murder of Jodi Sanderholm has at least a silver lining to it. Joshua Thurber stalked, raped and murdered Jodi Sanderholm. As a result of this terrible crime new stalker bills are being submitted to hopefully prevent such actions in the future and hopefully nip such stalking events in the bud.
The Department of Justice says eight to twelve percent of women will be stalked at some point in their lives.
“It is a growing problem in our nation, no doubt,” says Rep. Kasha Kelley of Arkansas City.
Kelley introduced House Bill 2473, aimed at cracking down on stalkers.
She worked with law enforcement after Sanderholm’s murder to try to prevent something similar from happening in another community.
“It seeks to bring a tighter definition to what stalking is,” says Kelley.
The current law says stalking occurs when the situation poses a credible threat. (KBSD 6)
Ark City Teen Inspires Anti-Stalking Bill
With Jodi in mind, Kelly introduced a bill into the House that would increase the severity level for stalkers. The bill would put the crime of stalking at a higher level and would require longer sentences. (KAKE)

The tragic death of 3 year old Loic Rogers was ruled an accident. Loic Rogers drowned in a neighbors septic tank. The possibility of criminal negligence charges could still be filed.
So said Flathead County Sheriff Mike Meehan on Tuesday, after his office spent much of the past two weeks trying to determine exactly how the 3-year-old boy drowned in the septic tank of a friend’s house. Mark Rogers, who has custody of Loic and two siblings, called authorities at about 7:30 the night of Jan. 24 to report his son missing. The father said they were visiting friends at an east Kalispell home for dinner. While preparing to leave, Mark said, he took Loic outside and aimed him toward the car, which was warming up. Tommi Cates, the woman who lives on the property and whose house was being visited has been cited with a misdemeanor is this terrible tragic accident.
The woman who lives in the east Kalispell home where 3-year-old Loic Rogers was found drowned in a septic tank was cited Thursday for negligent endangerment, a misdemeanor, by Flathead County officials.
Tommi Cates has until Feb. 21 to appear in Justice Court on the matter. The charge carries penalties of up to a $1,000 fine, a year in jail, or both.
Flathead County Attorney Ed Corrigan made the decision to charge Cates with the misdemeanor after reviewing reports from officers involved in the search for the youngster, office administrator Vickie Eggum said.
Cates, she added, was “very cooperative. She feels horrible about what happened, just like everybody else.” (The Missoulian)

Amber Alert Cancelled For Missing Braddock Toddler
This afternoon, the Allegheny County Medical Examiner was called to Rankin where a body was found matching the description of the missing toddler.
Officials have not confirmed the identity of the body.
Crews had been searching the area for the missing toddler, marking abandoned houses and trash cans as they searched.
KDKA’s Ross Guidotti reports the body was found off of Fleet Street in a wooded area.
Right now, police have not determined if the death was a homicide.
Meanwhile, Allegheny County Police Lt. Bob Downey confirmed that detective teams at county police were visiting and interviewing Megan’s law violators in Braddock and North Braddock.

UPDATE II: Body of Missing Pennsylvania Toddler Discovered at Abandoned Playground
An autopsy will be conducted Monday.
Rankin Mayor Nicholas Glova said earlier Sunday that investigators had found the body of a girl about four blocks from where Nyia Page lived. He said authorities were doing everything possible to find out what happened over the past 24 hours.
The body of Page, who was reported missing Saturday, was found in an abandoned playground.

The death of Nyia Miangel Page, the 23-month-old girl whose body was found in Rankin following a two-day search, was a homicide, the Allegheny County Medical Examiner’s office said today. Following an autopsy today, the office ruled that the Braddock girl died of hypothermia and exposure.
Nyia was found about 3:30 p.m. Sunday along the southeastern slope of the Hawkins Village public housing project. She was last seen alive by several family members about 12:30 a.m. Saturday. Family members reported her missing about seven hours later, said county police Superintendent Charles Moffatt. (Pittsburgh Live)

The familiar pattern of a person being arrested on an unrelated charge. Could this just be a way of holding a potential suspect as we have seen so many other times in past missing person and homicide cases?
(KDKA) PITTSBURGH There’s still no arrest in connection with the little girl from Braddock whose frozen body was found Sunday.
However, now her father has been jailed on corruption charges involving another child and the Medical Examiner has released information on how Nyia Page died.

Two bodies have been found in Virgina in the car belonging to one of the missing teens from Maryland. It appears the sad end has come to the search foe 16 year old Rachel Smith and 18 year old Rachel Crites. What a sad ending and it would appear that they went through on their promise that they had previously posted in their diary:
“Wherever I end up laying, whether buried or cremated, I want to stay with my true love, buried next to her. This is my choice. I’m sorry.”
A sad ending to two girls lives that died way too soon in life.
Loudoun County Sheriff’s spokesman Kraig Troxell says the bodies were found in a dark blue Subaru Outback about 2:15 p-m off Route 9 near the West Virginia border.
Troxell says the bodies haven’t been identified.
The cause of death remains under investigation. Sixteen-year-old Rachel Smith, of Potomac, and 18-year-old Rachel Crites, of Gaithersburg, have been missing since January 19th, when they told their parents they would be attending a movie in Washington.
Police have confirmed that the car in which the bodies were found belonged to Crites. (WTKR)
UPDATE I: Bodies of Missing Teens Found in Car Confirmed to be Rachel Smith & Rachel Crites
He says authorities later found the bodies of two females in the car’s front seats.
Loudoun County investigators confirmed early Saturday that the victims were 16-year-old Rachel Smith, of Potomac, and 18-year-old Rachel Crites, of Gaithersburg.
Authorities say there were no signs of trauma on the bodies, and the cause of death is not yet known. (ABC7)
Grim Ending Stirs Quest For Answers Md. Teens Found Dead Eluded Searchers; Motivations Unclear
It had been an anxious time for their parents, their neighbors, their friends at Wootton High School — even for people who had never met them and who, through e-mails and Web sites, had worried and prayed and called for them to come home.
“These people just wanted desperately to help,” said Cathy Hodin, who organized search and assistance efforts from her North Potomac home. (Washington Post)
UPDATE II: Police Await Missing Teens’ Autopsy Reports
More will be known about the deaths of two Montgomery County teenagers who went missing two weeks ago after autopsies are completed Monday.
Investigators confirmed early Saturday that 16-year-old Rachel Smith, of Potomac, and 18-year-old Rachel Crites, of Gaithersburg, were found dead in a car Friday near the West Virginia border in Loudoun County, Va. Their bodies were taken to the medical examiner in Fairfax County, Va.
Authorities called the deaths apparent suicides. They said there were no signs of trauma to the bodies. (NBC 4)
UPDATE I: Maryland Teens Die Of Carbon Monoxide Poisoning
A preliminary autopsy has determined that the two Maryland teens, Rachel Crites, 18, and Rachel Smith, 16, who were found dead inside their vehicle near the West Virginia border Friday afternoon, died of carbon monoxide poisoning. The Office of the Medical Examiner in Fairfax County made the ruling today, and although the case remains under active investigation, authorities are calling the case an apparent suicide. “The autopsy is not fully complete yet,” Loudoun County Sheriff’s Office spokesman Kraig Troxell said. However, adhering to the Sheriff’s Office policy regarding suicide cases, Troxell declined further comment. (Leesburg Today)
UPDATE II: Missing Maryland Teens Deaths Ruled Suicides
What a sad conclusion but one that was not expected. The initial distubing note in the teens diary pointed at such a conclusion. However, an ending like this never needed to occur. There were so many other options … rather than suicide. So many indeed.
The Loudoun County sheriff’s office says they probably expired of carbon monoxide poisoning.
The Virginia medical examiner’s office in Fairfax County ruled yesterday on the cause of death based on a preliminary autopsy, Loudoun sheriff’s spokesman Kraig Troxell said. “Although the case remains an active investigation, it appears the two teens took their own lives,” Troxell said in a statement.
The sheriff’s office would not release further details, citing a policy not to disclose information in suicide cases.

Investigators believe that due to Lewis’ failure to cooperate, valuable time was wasted in locating the missing girl, deputies said.
Lewis previously was arrested by the Livingston Parish Sheriff’s Office in September 1995 and booked with auto theft, felony theft and aggravated kidnapping, deputies said.
Lewis was charged with those crimes after he allegedly kidnapped a woman in Livingston Parish by placing a screwdriver to her throat and forcing her to drive to an unknown location, the Sheriff’s Office reported.
During the drive, the victim escaped by getting out of the vehicle, leaving Lewis to steal her vehicle along with her purse and other personal items, according to reports at the time.

About 10 miles away, quiet also permeated the area near New River Bayou in Ascension Parish where Kaitlin’s body was discovered, partially submerged.
Handpicked flowers, bouquets of roses and a pink teddy bear were tied with yellow police tape to a tree near the bayou. (The Advocate)

Sometimes justice comes from above … Why can’t they all be this simple?
Robert Allen Billings, 58, was awaiting trial for sexual abuse charges against a seven year old girl. Linn County Sheriff’s deputies arrested Robert Allen Billings on four counts of first-degree sex abuse.
Robert Allen Billings is no stranger to being a sexual predator. He has two previous convictions for Sex Abuse 1. Billings is registered with the Oregon State Police as a “predatory” sex offender on the Oregon Sexual Predator Registry.
Robert Allen Billings, habitual sex offender was found dead in his cell from an apparent heart attack. I guess we will no longer have to worry about the corrections systems letting this pedophile out and endangering our children. Here’s one way to stop the predators cycle of molesting children and one day escalating it to murder.
Dead is dead and justice is served. Good riddance to bad rubbish.

UPDATE I: Authorities in the Flathead say that they are treating the case of a missing 3-year-old boy as a kidnapping
“I would just hope that he would just turn him over to somebody, go to a convenience store, tell them to call the police, take him somewhere and just give him up, because he needs to be back with his dad and mom.”
Neighbors have searched just about every driveway, dead-end, and corner surrounding the property where he was last seen on Maple Drive.
At a Thursday morning news conference police said that the parents are divorced, and that they are NOT suspected in having any involvement in the incident. Also, there were reports of a salesman in the area when the abduction occurred, but police say he has been cleared of any involvement.
Flathead County Sheriff Mike Meehan says that they are using search equipment, including three thermal imagers to detect any kind of heat including body heat. But, so far there is still no sign of Loic. (Montana News Station)

UPDATE I: Missing toddler found dead near Kalispell
The sad news is being reported that the body of missing 3 year old Loic Rogers was found. The boy’s father has stated that he was only gone for a minute and when he returned his son was gone. Our prayers are with the family. Rest in peace Loic.
KALISPELL, Mont. – The remains of a 3-year-old boy apparently kidnapped from outside his grandparents’ house in Evergreen were discovered late Friday, Sheriff Mike Meehan said today.
Meehan declined to release further details on the death of Loic J.M. Rogers. A press conference was scheduled Saturday afternoon at the Flathead County sheriff’s office. Meehan thanked community members and officials who searched for Loic.
UPDATE II: Missing Montana Boy, 3, Found Dead in Septic Tank
The 3 year olds death remains a bit of a mystery. The little boy found in a septic tank drowned. Police are questioning how he could of climbed in the septic tank and closed the lid. It would be nearly impossible to do.
The body of 3-year-old Loic Rogers, who disappeared outside a home in Kalispell, Montana, was found in a septic tank late on Friday evening. The septic tank is less than 10 feet from where he was last seen alive, said Flathead County Sheriff Mike Meehan. An autopsy performed in Missoula showed that Loic drowned.
Authorities said they had looked in the septic tank during their initial search, but did not see anything. They found the boy’s body after draining the tank.
The manhole-sized lid to the septic tank was closed. Sheriff Meehan declined to characterize the boy’s death as a murder, but said investigators do not believe he could have climbed into the tank on his own and then put the lid back on.
UPDATE III: Why does it seem that in so many cases like this the parents are going through a separation or divorce? Custody battles take precedence over the safety and welfare of the children or in some cases a spouse goes completely over the edge and murders their husband or wife.
In an interview with The (Kalispell) Daily Inter Lake, Ariel Rogers confirmed Friday that she and her husband are divorcing and are involved in a custody battle for their three children. Mark Rogers was given temporary custody during their separation.
”I want the kids and so does he,” Ariel Rogers said Friday. ”We love our children. (Mark) would never do anything to hurt our children.”
Ariel Rogers, who is expecting her fourth child, was hospitalized so doctors could monitor her after she learned of her son’s death.
”I want to know that my other two children are safe in that man’s care,” she said in a tearful interview with KAJ-TV Saturday. ”He was supposed to be looking after him, he was supposed to be safe there, and he wasn’t.”
