Amber Alert issued for Taylor Behl; shifted from a missing-persons case to a criminal investigation

The alert came hours after police said the search for the 17-year-old freshman has shifted from a missing-persons case to a criminal investigation.

A task force led by the Richmond police is investigating Behl’s disappearance.

The girl was last seen leaving her dormitory the night of September fifth.

Amber Alerts broadcast information about child disappearances through the media and on highway signs in the area where children have disappeared.

The Washington Post is reporting that the search for Taylor Behl has been upgraded to a criminal investigation.

Although there is still no evidence that she has been harmed, the search for a missing Virginia Commonwealth University freshman, Taylor Marie Behl, was upgraded yesterday to a criminal investigation by Richmond police, who have also taken the lead in the case from campus police.

Police said the decision to open a criminal investigation was a result of three factors: The search involves a juvenile; more than a week has passed without a solid lead in the 17-year-old’s disappearance; and an increasing number of tips are coming in because of the national media coverage the case has received.

What a difference there seems to be when a missing persons case is properly coordinated from the initial stages to be able to adapt to any scenario.

A task force was also formed yesterday to pull together local, state and federal partners including VCU police, Virginia State Police, the FBI and the Virginia attorney general’s office in the search for the Madison High School graduate.

“Whether Ms. Behl is still in Richmond, in state or out of state, we have the resources needed to locate her and bring her back to safety,” said Richmond police spokeswoman Cynthia Price.

“A Child Is Missing” alert program in Arkansas

Police expand resources using the “A Child Is Missing” alert program to recover missing people: New program will help find children, elderly.

The “A Child Is Missing” alert program is a telephone-based program used to track down children, elderly persons (often with Alzheimer’s) and disabled individuals by notifying the community via phone calls within the first few crucial hours after the disappearance, Lt. Lisa Wylie said.

The automated system can send 1,000 recorded messages within 60 seconds and has a 98 percent listen rate when the phone is answered, she said.

In the past 40 months, the program, which works in conjunction with the Amber Alert program and all child-safety programs, has assisted in the safe recovery of 105 missing persons across the country, she said. Since 1997, the program has received more than 10,000 calls for assistance from law enforcement and has placed nearly 11 million alert calls to residents.

The way this system works is rather interesting. Computer generated models and mapping to indicate the possible location and tracking of a missing person.

ACIM technicians use computer-mapping technology to identify the area where the individual was last seen. An imagery or satellite program is also used to increase the map-tracking accuracy and to help visualize “hot spots” that my harbor the missing child or attract a “wandering” individual.

Next, an ACIM technician records an individual alert message, which is phoned to the area where the child was last seen. The alert message asks residents to check their property for the missing individual and to call their local law enforcement agency should they have any information.

Montana has joined The Child is Missing Alert Program

Montana has joined a nationwide program that uses automated phone dialing systems to alert residents of missing children.

The program, called A Child is Missing Alert, is intended to immediately get word out to area residents by phone about missing children, but also has been used to help find victims of Alzheimer’s disease, people with disabilities and even missing college students.

On Tuesday, Marlin Price, a retired police chief from Texas, trained a roomful of Montana police officers and sheriffs deputies in how the program works.

The rapid call alert system can send recorded phone messages to hundreds of homes at a time, alerting residents that police are searching for a missing child.

The recording begins: “This is an urgent message from Montana law enforcement. We are currently looking for a missing child in your area.”

We can never have enough resources at hand to prevent missing children cases.

“This program is beneficial for worst-case scenarios,” Price said. “But it works in lots of other scenarios, too. It can notify an entire neighborhood that someone is lost or if they’ve run away.”

Using satellite technology, a technician compiles information directly from an investigator on a missing child or person. The technician enters the address where the person was last seen, as well as other pertinent information, then defines an area in which to begin notifying residents.

The system won’t notify cell phones or unlisted numbers, but people can register to have those numbers also alerted.

FBI enters case of missing VCU student, Taylor Marie Behl

The FBI has entered the case of a missing VCU student. Taylor Marie Behl, 17, was last seen a week ago. Her family and friends are getting more desperate by the day. Police are also looking for her car, it is a white 1997 Ford Escort, Virginia tags: JPC-2848.

The VCU police chief held a news conference to reassure the student body and the community at large, that everything possible is being done to solve this missing person’s case.

On the Monroe Park Campus of VCU, friends and family members hand out fliers with Taylor Behl’s photo, hoping one of the students passing by will recognize her face.

Behl spent the weekend with her mother in northern Virginia and then headed back to campus last Monday. Around 10 PM that night, she left her room at the Gladding Residence Center, apparently grabbing her keys, ID, a credit card, cell phone and a borrowed skateboard. She told her roommate she was heading out for a couple of hours.

But, she never returned.

Still no leads in the search for VCU freshman Taylor Behl. The 17-year-old left her dorm room last Monday night and told her roommate she would be back in a few hours. She hasn’t been seen or heard from since then.

VCU Police are working with the Richmond Police Department, surrounding jurisdictions, State Police and the FBI. VCU Police have followed up on about 30 leads and interviewed dozens of people and continue to encourage anyone with information that might lead to Ms. Behl’s whereabouts to contact them at 828-1196.

VCU administration and VCU Police continue to work with the family to provide assistance for their comfort at this time. Fliers with Ms. Behl’s picture and personal information have been posted throughout the greater Richmond area and near her home in Vienna.

Nearby jurisdictions have joined the hunt, and the FBI has assigned an agent to advise campus and Richmond police. The National Center for Missing and Exploited Children, based in Alexandria, has posted a notice on its site.

Every year, students “appear to disappear” from the 30,000-student university and do not call their families for days, said Pam Lepley, a campus police spokeswoman. The students usually resurface after a couple of days, she said. But in this case, Behl, a June graduate of Madison High School in Vienna, has contacted no one.

“We’re very concerned because of the amount of time that has passed,” Lepley said.

Lepley said Behl continues to receive e-mails but has not logged on to read them. Her credit card has not been used, and the last call on her cell phone was made the night she disappeared.

Dozens of people have been interviewed, and more than 20 leads have been fruitlessly followed. A national alert has been issued, and a description of her vehicle has been sent to authorities across the country.

Still No Sign Of College Student Taylor Behl

One week after Taylor Behl walked out of her dorm room to give her roommate privacy with a boyfriend, the 17 year old college student remains missing.

Increasingly anxious local authorities have called in the FBI for help. Virginia BiehlCommonwealth University freshman Taylor Behl hasn’t been heard from since she hastily departed her room last Monday night with her car keys and a credit card. Also missing is her car, a white 1997 Ford Escort with Virginia license plates JPC-2848. Behl’s roommate reported her missing to campus police at about 1:30 a.m. Wednesday. Police said there has been no activity on her credit cards or bank accounts since she disappeared. Calls to her cell phone ring through, indicating the phone is on and the battery charged seven days after she vanished. Behl is 5 feet 6 inches tall and weighs 135 pounds. She was last seen wearing blue jeans and a black, hooded sweatshirt. University police chief Willie Fuller would not speculate on what he believes happened to Behl or say whether he suspects foul play.

Police Search For Missing Oxford Juvenile, Nicholas Andrew Joseph Martin

According to WHIOTV:

OXFORD, Ohio — Police in Oxford are searching for a missing 15-year-old boy. Authorities said Nicholas Andrew Joseph Martin was last seen on South College Avenue around 3 p.m. on the afternoon of August 29, 2005.

Authorities said Martin was walking south with a white male. They said he has connections in Ohio and Florida.

Police said he likes to wear numerous bracelets and earrings in both ears.

Martin is described at being 5 feet 7 inches tall and weighing around 140 pounds. They said he has blond-brown hair, blue eyes, sideburns and cuts on his left forearm.

Nita Mayo’s Family Renews Pleas For Help

The family of Nita Mayo, 63-year-old woman vanished August 8, during a shopping trip to Sonora, California is pleading for your help in finding her.

Nita Mayo vanished one month ago and a $10,000 reward is now offered for her safe return.

Mayo’s four children are frantically trying to find their mother after the 63-year-old woman vanished August 8, during a shopping trip to Sonora, California.

Mayo’s was found, but there was no trace of her. Now, her family is pleading for your help in finding her.

In an effort to attract national attention to the baffling case, the Carole Sund-Carrington Foundation and Equusearch, are offering $5,000 each for Mayo’s safe return.

Because the area where her car was found is near a resort area, Mayo’s family is concerned that a tourist may have seen her, or witnessed and incident, but then left the area and is unaware that Mayo is missing.

Potential Suspect In the Julie Popovich Murder

According to the Ohio News Now, there may be a break in the Julie Popovich murder investigation as a potential suspect may be behind bars.

The search for a killer may have turned a corner Tuesday night.Columbus Police sources say there is a suspect in the murder of Julie Popovich.

A young man behind bars Tuesday night was being charged with a rape committed on May 6th. Adam Saleh, 18, was being arraigned on that charge Wednesday morning.

But police sources say Saleh is also a suspect in the disappearance and murder of Julie Popovich.

According to FBI detectives Saleh lives near Ledo’s Lounge near Hudson Street the last location that Julie Popovich was seen alive and police sources claim that Saleh was at that club the night Popovich disappeared.

The Federal Bureau of Investigations, Columbus homicide detectives and crime scene investigators searched Saleh’s North High Street apartment Tuesday night. The flat above a video store is just a stone’s throw away from Ledo’s Lounge near Hudson Street.

That’s the last place Julie Popovich was seen alive.

Police sources say Saleh was at that club the night Popovich disappeared — Thursday, August 11th.
