Chemical castration has been found not to work. Incarceration fails, even when treatment programs are offered. Maybe a big tatoo of an "SO" on their forehead (as per Scarlet letter) would help. Test! Test! It definitely appears to be a growing problem, but distinctions need to be made between offenses. The young guy that has been in the news lately is a good example of that. A 17-year-old boy and a 15-year-old girl mutually messing around with each other should not land that kind in prison doing hard time for 10 years. Test! Test! Test!
